In 1994, the Civil Rights Division of the U.S. Department of Justice notified Turner County, Georgia that it intended to investigate conditions in the county jail. In 1995, following the investigation, the DOJ notified the Chairman of the Turner County Board of Commissioners of its findings and made recommendations regarding policies and procedures, inmate supervision, medical and mental healthcare, dental care, general maintenance, overcrowding, sanitary facilities, personal hygiene, chemical safety, and fire safety. It appears that the Attorney General did not file suit against the jail, so there was never a court proceeding.
