On November 16, 1994, inmates at the Stateville Correctional Center in Joliet, Illinois, filed a pro se lawsuit under 42 U.S.C. § 1983 against the Illinois Department of Corrections in the U.S. District Court for the Northern District of Illinois. The plaintiffs asked the court for declaratory and injunctive relief, alleging that their constitutional rights had been violated by inadequacies at the prison in the areas of plumbing, ventilation, unclean cells, and inappropriate bedding, inadequate medical care, and racial slurs from correctional officers.

On July 3, 1995, the U.S. District Court for the Northern District of Illinois (Judge Ann Claire Williams) granted the defendants' request to dismiss the case. Bolden v. Zernicke, No.94-C-6203, 1995 WL 398824 (N.D.Ill. July 3, 1995).

On May 20, 1997, the district court (Judge Williams) granted the plaintiffs leave to file an amended complaint and reopen the case. On May 30, 1997, the plaintiffs filed their amended complaint. On August 30, 1999, the court partially granted the defendants' motion for summary judgment, holding that the plaintiffs had not proven a constitutional violation in on their claims regarding conditions of confinement. The court declined to grant summary judgment to the defendants on the claim of inadequate medical care. Bolden v. Zernicke, No. 94-C-6203, 1999 U.S. Dist. LEXIS 14269 (N.D.Ill. Aug. 30, 1999).

The case went to trial in April, 2000, the jury returning a verdict for the defendant.
