On March 2, 1984, inmates at the Louisiana State Penitentiary in Angola, Louisiana, filed a lawsuit under 42 U.S.C. § 1983 against the Louisiana Department of Corrections in the U.S. District Court for the Middle District of Louisiana. The plaintiffs alleged that their constitutional rights had been violated by the prison's treatment of inmates who were mentally ill or had an intellectual disability.

On April 7, 1989, the parties entered into a consent decree, where the defendants agreed in good faith to carry out the plaintiffs' proposed plan for mental health and intellectual disability treatment, which had been submitted on September 27, 1988. On January 28, 1994, the defendants asked the court to relieve them from their obligation to comply further with the consent decree and close the case. On February 1, 1994, the U.S. District Court for the Middle District of Louisiana (Judge Frank J. Polozola) granted the defendants' motion to dismiss the case.
