Case Summary

Plaintiffs filed a class action suit against Henry County Jail, alleging violations of constitutional rights under the First, Eighth, and Fourteenth Amendments. The District Court for the Northern District of Georgia (apparently James Hill, Circuit Judge, sitting by designation) certified the class and, in 1976, issued a consent decree enjoining defendants from operating the current Henry County Jail after February 1, 1978. In addition, the consent decree laid out guidelines for operation of the old jail, regarding sanitation, facilities, pest control, personal hygiene, classification, fire safety, nutrition, medical care, exercise, access to reading material and legal services, and grievance procedures.
