On March 2, 1994, inmates at the Potosi Correctional Center in Missouri filed lawsuits under 42 U.S.C. § 1983 against the Missouri Department of Corrections in the U.S. District Court for the Eastern District of Missouri. On March 2, 1994, inmates at the Potosi Correctional Center in Missouri filed lawsuits under 42 U.S.C. § 1983 against the Missouri Department of Corrections in the U.S. District Court for the Eastern District of Missouri. The inmates alleged that their constitutional rights had been violated by overcrowding and inadequate medical care, with the specific complaint that the prison intentionally used contaminated medical supplies, denied inmates pain medication, and had no physical therapy department. The plaintiffs asked the court to certify them as a class.

On February 10, 1995, the U.S. District Court for the Eastern District of Missouri (Judge George Gunn) certified the inmates as a class and ruled that a statute providing for appropriate remedies for prison overcrowding did not preclude classwide relief in prison overcrowding cases. Rentschler v. Carnahan, 160 F.R.D. 114 (E.D.Mo. Feb. 10, 1995). The court ultimately dismissed the case for failure to state a claim. The plaintiffs appealed.

On December 22, 1995, the U.S. Court of Appeals for the Eighth Circuit (Judge Roger Wollman, Judge Frank Magill, and Judge David Hansen) upheld the district court's dismissal of the case with respect to the medication and therapy claims, but reversed the district court's dismissal of the claim regarding use of contaminated medical supplies. Rentschler v. Mercier, 1995 WL 755337 (8th Cir. (Mo.) Dec. 22, 1995).

On February 3, 1997, plaintiff Charles Rentschler filed a notice of settlement with the court. On June 18, 1997, the U.S. District Court for the Eastern District of Missouri (Judge Gunn) approved the settlement agreement and closed the case.
