In June 2002, the Civil Rights Division of the U.S. Department of Justice, acting pursuant to the Civil Rights of Institutionalized Persons Act ("CRIPA"), 42 U.S.C. § 1997 et seq., commenced an investigation into the conditions of confinement at the Garfield County Jail ("Jail") and Garfield County Work Center ("Work Center") in Enid, Oklahoma.

Based on its investigation, the DOJ concluded that the conditions and practices at the Jail and Work Center violated the constitutional rights of convicted inmates and pre-trial detainees. By letter dated April 17, 2003, the DOJ advised Garfield County of minimum reform measures it should implement in order to remedy the constitutional inadequacies. The suggested reforms related to the areas of: (1) medical and mental health care; (2) protection of inmates from harm; (3) environmental health and safety; (4) fire safety; (5) opportunities to exercise; and (6) access to the courts.
