In 2001, attorneys representing the blind community entered into structured negotiations with Bank One. On April 15, 2001, the parties entered into a settlement agreement.
Under the terms of the agreement, the bank agreed to install Talking ATMs that could be used by blind and visually impaired people. The bank also agreed to give blind people headphones for the talking ATMs and to train its staff to be able to assist visually impaired persons who needed the talking ATMs.
In June 2003, the parties entered into a second agreement. Under this second document, Bank One (which had been acquired by Chase Bank) agreed to install 1,500 talking ATMs. The bank also agreed to give blind people at those locations headphones for the Talking ATMs and to train the impacted staff. The bank agreed to provide bank statements in Braille and Large Print and audio. Bank One also agreed to make changes to its website so it would be easier for people with disabilities to use. By early 2008, the group had more than 9,000 Talking ATMs.
