Reclassifying certain civil service positions, defined as "positions of a confidential, policy-determining, policy-making, or policy-advocating character that are not normally subject to change as a result of a Presidential transition" as Schedule F Excepted Service positions, thereby giving the President more control over the hiring and firing practices in executive agency roles traditionally reserved for non-partisan career civil servants.
