The plaintiffs, represented by lawyers from three disability rights groups and private counsel, sued under Title II of the Americans with Disabilities Act and Section 504 of the Rehabilitation Act. The lawsuit sought a court order requiring Baltimore to ensure its sidewalks and streets are accessible to people with mobility disabilities and that future sidewalks and city projects comply with accessibility laws. In addition, the plaintiffs sought class certification to represent all people with a mobility disability who live in, work in, or will visit the City of Baltimore. The case was assigned to Chief Judge James Bredar.
