Ten Black residents of Jacksonville, Florida, with four nonprofit organizations whose missions include advocating for social and economic justice for marginalized communities—the Jacksonville Branch of the NAACP, the Northside Coalition of Jacksonville, the Northeast Chapter of the ACLU of Florida, and Florida Rising Together—filed a complaint against the city of Jacksonville, Florida, on May 3, 2022, for racially motivated gerrymandering. Represented by the Southern Law Poverty Center (SPLC), ACLU Foundation of Florida, and Election Law Clinic at Harvard Law School, the plaintiffs brought the suit in the U.S. District Court for the Middle District of Florida. They sought to get declaratory relief, alleging that Jacksonville's redistricting efforts under city ordinance 2022-01-E (the "Enacted Plan") violated the Equal Protection Clause of the Fourteenth Amendment to the U.S. Constitution and the city charter, which required electoral districting to be compact and logical. The plaintiffs also sought preliminary and permanent injunctions to stop the city from calling, holding, supervision, or certifying any elections from the allegedly unconstitutional districts and to order the city to hold special elections in the same districts. The plaintiffs also sought attorneys' fees.

Specifically, the plaintiffs alleged that the city packed Black residents of the city into some districts, and it stripped other districts of their Black residents to create an artificially high white population. The city's practice applied to both city council and school districts, and the plaintiffs argued that this had a direct adverse impact on Black residents' ability to impact city politics by voting.

The case was initially assigned to Judge Brian J. Davis, and then it was reassigned three days later on May 6, 2022, to Judge Marcia Morales Howard.

On July 22, 2022, the plaintiffs moved for a preliminary injunction. This case is ongoing.
