This case regards disparate treatment in the handling of housing inspections in Annapolis public housing. On May 7, 2021, two plaintiffs on behalf of a proposed class (every tenant in Annapolis public housing who is similarly situated), filed this lawsuit in the U.S. District Court for the District of Maryland, with Judge Catherine C. Blake presiding. The plaintiffs sued the Housing Authority of the City of Annapolis for violations of the Housing Rights Act, Civil Rights Act, and the Equal Protection clause of the 14th Amendment, claiming that the Housing Authority of the City of Annapolis failed to conduct routine inspections which would have uncovered the dangerous flaws in the public housing occupied by the plaintiffs. Represented by private counsel, the plaintiffs sought declaratory relief, compensatory damages, appropriate equitable relief, and attorney's fees. This case follows on the heels of a 2019 case (White v. City of Annapolis) in which similarly situated plaintiffs sued the city for essentially the same violations.

On May 24, 2022, the City of Annapolis filed a third-party complaint against the United States Department of Housing and Urban Development alleging that all of the plaintiff's alleged complaints–if true–are the product of HUD’s failures to conduct proper inspections and evaluations and not their own.

The court certified the class on February 6th, 2023 with the following class definition: all living current or former tenants in Housing Authority properties between May 7, 2018 to May 7, 2021. The class period was limited to the two years (for the Fair Housing Act Claim) and three years (for all other claims) immediately preceding the filing of the lawsuit.

On December 12, 2025, Judge Blake acknowledged the parties’ stipulation to mediation. The parties were directed to schedule a settlement conference before Magistrate Judge Charles D. Austin.

This case is ongoing.
