PAPERLESS ORDER: Pursuant to Local Rule 104.13, to the extent materials subject to the parties' Stipulated Order Regarding Confidentiality of Discovery Materials are filed with the court, those materials, or any portion thereof, which discloses confidential information, shall be filed under seal (by the filing party) with a simultaneous motion. In accordance with Local Rule 105.11, any motion to seal materials on the docket shall be accompanied by reasons supported by specific factual representations to justify the sealing, and an explanation why alternatives to sealing would not provide sufficient protection. Accordingly, when a filing party files a motion to seal, the motion shall set forth the specific documents sought to be sealed (by CM/ECF number), the specific rationale offered for sealing, and the filing party's position on the sealing of each document, as well as, to the extent the parties are able to confer in advance of filing the motion to seal, the opposing party's position on same. If the position of the party that designated the material as confidential is not set forth in the motion to seal, and the filing party asserts that sealing is not necessary, the designating party shall file a paper within 14 days of the motion addressing why the material should be sealed in accordance with Local Rule 105.11 and Fourth Circuit precedent.
