On March 3, 2025, DAI Global, a vendor to USAID, sued the United States in the Court of Federal Claims over non-payment of a $5.8 million invoice to USAID for services rendered in December 2024. DAI raised a breach of contract claim under the Tucker Act. Under a contract with the United States, DAI was supposed to assist in stabilizing Ukraine's economy. In accordance with the contract terms, DAI provided the services and then billed USAID in January 2025, but no payment was made due to the alleged shuttering of USAID by the administration. Represented by private counsel, DAI asked for payment of the outstanding balance and for penalties under the Prompt Payment Act.
On March 12, 2025, DAI Global moved to dismiss the case without prejudice. The court terminated the case the same day.
