This case challenged the Trump Administration's termination of the congressionally-created Anti-Hate Crimes Grant Program; the termination was executed via mass-mailed notices which lacked individual explanation required by law. Congress passed the COVID-19 Hate Crimes Act in 2021; part of this legislation appropriated $5 million for DOJ to create the Community-Based Approaches to Hate Crimes program. This case challenged the Trump Administration's termination of the congressionally-created Anti-Hate Crimes Grant Program; the termination was executed via mass-mailed notices which lacked individual explanation required by law. Congress passed the COVID-19 Hate Crimes Act in 2021; part of this legislation appropriated $5 million for DOJ to create the Community-Based Approaches to Hate Crimes program. Plaintiffs, several community organizations which received portions of this funding, used the money to treat victims of hate crimes, partner with law enforcement, fight human trafficking, and more. In April 2025, the Administration ended the grants which funded and sustained these activities. Plaintiffs alleged these mass terminations violated the Administrative Procedure Act, the Fifth Amendment, Separation of Powers, and were ultra vires. 

Plaintiffs Right to Be, South Asian Network (SAN), St. Barnabas Senior Center of Los Angeles (SBSS), and Asian Pacific American Legal Resource Center (APALRC) filed this lawsuit on July 2, 2025, in the U.S. District Court for the Eastern District of New York. The lawsuit named the Bureau of Justice Assistance and its Acting Director; the Office of Justice Programs and its Acting Head; the U.S. Department of Justice; and the U.S. Attorney General as defendants. Plaintiffs sought declaratory and injunctive relief, vacatur of the final agency action, and attorneys' fees. The case was assigned to judge Kiyo A. Matsumoto.
