This case concerned alleged unequal access to religious accommodations for Muslim inmates in Oregon prisons. On June 30, 2025, three Muslim inmates filed a lawsuit in the U.S. District Court for the District of Oregon, Pendleton Division, against the Oregon Department of Corrections (ODOC). The plaintiffs, represented by Public Accountability and the Council on American-Islamic Relations (CAIR), brought two claims. First, they alleged disparate holiday accommodations under the Equal Protection Clause of the Fourteenth Amendment, pursuant to 42 U.S.C. § 1983. Second, they alleged that there was a substantial burden to their religious exercise of halal diet under the Religious Land Use and Institutionalized Persons Act of 2000 (RLUIPA). They sought declaratory judgment that ODOC’s policies violated federal law, injunctive relief requiring adequate Halal food and opportunities for religious observance, damages, and attorneys’ fees. The plaintiffs alleged that ODOC maintained a separate regime for incarcerated Muslims that denied them religious accommodations while providing comparable accommodations to inmates of other faiths. The case was assigned to District Judge Michael W. Mosman.
