This case challenges conditions of confinement at the California City Detention Facility, a recently reopened immigration detention center operated by U.S. Immigration and Customs Enforcement (ICE).

On November 12, 2025, seven individuals detained at California City filed this class action in the U.S. District Court for the Northern District of California against ICE, the Department of Homeland Security, and senior agency officials in their official capacities. Plaintiffs sought to represent a class of all individuals currently or prospectively detained at the facility, as well as a subclass of detained individuals with disabilities.

According to the complaint, ICE reopened the facility in August 2025 by contracting with the for-profit prison company CoreCivic, despite significant safety, staffing, and infrastructure deficiencies. Plaintiffs alleged that detainees were housed under restrictive and punitive conditions comparable to or more severe than those imposed on criminally incarcerated individuals, notwithstanding their status as civil detainees.

The complaint alleged systemic failures in medical and mental health care, including denial of necessary medications, lack of continuity of care following transfers, delays in diagnosis and treatment, and absence of specialty care for serious conditions. Plaintiffs further alleged that defendants failed to provide reasonable accommodations for detainees with disabilities, including auxiliary aids and accessible housing, resulting in isolation and inability to communicate or access medical services. Plaintiffs also alleged that defendants unreasonably restricted access to counsel by limiting confidential legal calls and attorney visits, thereby interfering with detainees’ ability to pursue immigration relief.

Plaintiffs asserted claims under the Fifth Amendment for punitive conditions of confinement and inadequate medical care, under the First and Fifth Amendments for interference with access to counsel, and under Section 504 of the Rehabilitation Act for disability discrimination. They sought declaratory and injunctive relief requiring defendants to remedy unconstitutional conditions at the facility and to provide adequate medical care, disability accommodations, and access to counsel.

On November 20, 2025, plaintiffs filed a first amended complaint. The amended complaint expanded and clarified the factual allegations regarding conditions of confinement at the California City Detention Facility, including allegations concerning medical and mental health care, disability accommodations, and access to counsel. Plaintiffs also added additional detail regarding the experiences of named plaintiffs and the operation of the facility by ICE through its private contractor, CoreCivic. The amended complaint continued to assert claims under the Fifth Amendment, the First Amendment, and Section 504 of the Rehabilitation Act, and continued to seek declaratory and injunctive relief addressing allegedly unconstitutional conditions at the facility.

Following service of the amended complaint on all defendants, plaintiffs moved for class certification and for a preliminary injunction on December 1, 2025. Plaintiffs sought certification of a Rule 23(b)(2) class of all individuals detained at California City, as well as a subclass of detainees with disabilities under the Rehabilitation Act. In support of these motions, plaintiffs submitted extensive declarations from detained individuals, immigration attorneys, and correctional and medical experts describing facility-wide punitive conditions, systemic medical and mental health care failures, barriers to attorney access, and pervasive failures to accommodate disabilities.

On December 1, 2025, the court granted plaintiffs’ administrative motion to exceed page limits. The motions for class certification and preliminary injunction were initially set for hearing on January 9, 2026. But on December 15, 2025, the court granted the parties’ stipulation to modify the briefing schedule, extending defendants’ opposition deadline to January 2, 2026, plaintiffs’ reply deadline to January 14, 2026, and continuing the hearing on both motions to January 30, 2026.

The case remains ongoing.
