On January 30, 2026, the Greater Boston Latino Network (GBLN) and Brazilian Worker Center (BWC) filed this lawsuit against Department of Homeland Security (DHS) Secretary, Kristi Noem, Immigration and Customs Enforcement (ICE) Acting Director, Todd Lyons, and their respective agencies. Plaintiffs sought to challenge a May 2025 memorandum (the "Lyons Memo") that authorizes ICE officers to enter homes and make arrests using only administrative warrants (Form I-205) without obtaining judicial warrants, consent, or establishing exigent circumstances.
