This lawsuit was filed on November 4, 2025 in the U.S. District Court for the Northern District of California by three California CalFresh (SNAP) recipients, on behalf of a proposed nationwide class of approximately 42 million SNAP recipients. Plaintiffs named the Secretary of Agriculture and the Director of the Office of Management and Budget as defendants, both in their official capacities. Plaintiffs alleged that during the federal government shutdown, defendants violated the Food and Nutrition Act and the APA by suspending and reducing November 2025 SNAP benefit allotments. 

Plaintiffs brought four claims: arbitrary and capricious agency action, unlawful withholding of agency action, writ of mandamus, and declaratory relief – all based on the theory that SNAP is a mandatory spending obligation that must be funded regardless of whether Congress has passed an appropriations act. 

Represented by the Impact Fund and the Western Center on Law and Poverty, plaintiffs sought injunctive relief, declaratory relief, and a writ of mandamus directing the defendant to apportion the necessary funds. The case was assigned to Judge Araceli Martinez-Olguin and, the day after filing, plaintiffs moved for class certification and a temporary restraining order. 

The case was quickly resolved. The federal government shutdown ended on November 12, 2025, and the legislature provided for SNAP benefits to resume. Accordingly, plaintiffs moved to voluntarily dismiss the case on December 19th and the court dismissed the case without prejudice on December 22nd. 

The case is now closed.
