Defendants are PRELIMINARILY ENJOINED from enforcing the Challenged Conditions, which includes the following sections of the Department of Agricultures General Terms and Conditions for Federal Awards: The term policies in 12.2, and the entirety of 12.2.2, 12.2.4, 13.5, 13.8, and 13.10.
