This case challenges an order issued by the U.S. Energy Secretary directing oil pipelines to be restarted in California after they had been closed following a 2015 oil spill. The State alleged that the government exceeded its authority by superseding state regulations and pre-existing court orders by compelling the pipelines to be put in operation. 

On March 31, 2026, the State of California filed a lawsuit against Chris Wright, Secretary of the U.S. Department of Energy, and the Department of Energy itself in the United States District Court for the Central District of California. The case was previously filed in the U.S. District Court for the Northern District of California, but was dismissed voluntarily and refiled in this court. See: 3:26-cv-02500. This case centers on Secretary Wright's March 13, 2026 order issued under the Defense Production Act (DPA), which directed Sable Offshore Corporation to immediately restart oil pipeline operations that had been shut down since a catastrophic 2015 oil spill at Refugio State Beach. According to the complaint, Sable requested this federal order to bypass state regulatory requirements and existing court orders preventing the restart, and the company restarted the pipelines on March 14, 2026, despite lacking necessary state permits and being subject to a preliminary injunction and federal consent decree requiring compliance with state approval processes. California brought four causes of action alleging violations of the Administrative Procedure Act, constitutional separation of powers principles, and the Tenth Amendment. The state seeks judicial declaration that Wright's order is unconstitutional, vacatur of the order, and injunctive relief to prevent defendants from authorizing pipeline operations without required state approvals and court order compliance.

The same day as the complaint was filed, the clerk issued notice of four related cases: California Department of Parks and Recreation v. Sable Offshore Corporation and Pacific Pipeline Company (2:26-cv-02946-WLH-MAA); Sable Offshore Corporation and Pacific Pipeline Company v. Armando Quintero (2:26-cv-02739-AB-PVCx); United States et. al., v. Plains All American Pipeline L.P. et. al. (2:20-cv-02415-SVW-SSC); and Sable Offshore Corporation, et. al. v. County of Santa Barbara, et. al. (2:25-cv-04165-DMG-AGR). Plaintiff also filed a notice of request for statewide or nationwide relief with the clerk of court. The case was assigned to District Judge Anne Hwang and Magistrate Judge Brianna Fuller. 

On April 23, 2026, the case was transferred to District Judge Stephen V. Wilson and Magistrate Judge Stephanie S. Christensen for all further proceedings because this case and the related case U.S. v Plains All American Pipeline, over which Judge Wilson presides, call for a determination of a substantially similar question of law and fact, and for efficiency reasons. 

On May 1, 2026, the Plaintiff moved for a preliminary injunction and stay against all Defendants to enjoin them from enforcing the Wright Order without necessary state approvals and compliance with other court orders. The Plaintiff contended that the Wright Order exceeded the authority of the DPA and the DOE’s own regulations. Further, the Plaintiff argued that a preliminary injunction was necessary because California would face irreparable harm without it, and cited the risks that a non-compliant pipeline would impose on the state.  

Several environmental non-profits moved to intervene as plaintiffs on May 7, 2026. On May 11, Sable Offshore Corporation and Pacific Pipeline Company moved to intervene as defendants; the court granted their motion to intervene on May 20. The court denied the proposed intervenor plaintiffs’ motion on May 28. 

As of June 26, 2026, this case is ongoing.

PLAINS 49, GRANTING IN PART MOTION TO ENFORCE THE CONSENT DECREE 55, AND ADDRESSING PENDING MOTIONS IN RELATED PIPELINE ACTIONS: (1) DENYING A MOTION FOR PRELIMINARY INJUNCTION IN CALIFORNIA V. WRIGHT 16, (2) DENYING A MOTION TO DISMISS IN SABLE V. QUINTERO 27, AND (3) GRANTING A MOTION TO REMAND IN BIOLOGICAL DIVERSITY V. CALIFORNIA 46 by Judge Stephen V. Wilson. For the foregoing reasons, and in the manner described, supra: the motion to modify the consent decree in US v. Plains is GRANTED; the motion to enforce the Consent Decree in US v. Plains is GRANTED IN PART; the motion for preliminary injunction in Wright is DENIED; the motion to dismiss in Quintero is DENIED. Judgment in Quintero is DECLARED, and the case is closed; and the motion for remand in Biodiversity is GRANTED. Accordingly, the Court hereby: (1) MODIFIES the Consent Decree in US v. Plains to terminate the ongoing requirements for Plains, substitute PHMSA for OSFM, and incorporate by reference the requirements of the State Waivers, including the substance of some California state law; (2) ENFORCES the Consent Decree by imposing on Sable a penalty of $1.449 million; (3) DECLARES that the Defense Production Act, through Secretary Wright's allocation order, bars California's Department of Parks and Recreation from bringing legal action to prevent Sable from complying with the DPA Order by operating the Onshore Pipeline; and (4) REMANDS Biodiversity to Santa Barbara Superior Court.
