This complaint challenges the Department of Education’s enforcement actions against Jefferson County School District R-1 (Jeffco) based on a new interpretation of Title IX barring transgender girls from girls’ facilities, overnight accommodations, and athletics. Jeffco alleges that the Department bypassed required rulemaking, acted arbitrarily and on factual errors, conflicted with Colorado law, and imposed unclear funding conditions in violation of the Spending Clause.
