In this lawsuit, eight sovereign states sued the U.S. Department of the Interior, Bureau of Ocean Energy Management, and others, challenging the Trump Administration's cancellation of three offshore wind leases through settlement agreements with Invenergy Wind Offshore LLC. Plaintiffs alleged the Administration paid approximately $765 million from the Judgment Fund to cancel leases projected to generate 5.8 gigawatts of electricity, asserting APA, NEPA, OCSLA, and constitutional violations, and seeking vacatur and injunctive relief.
