On May 20, 1992, inmates at three facilities of the District of Columbia Department of Corrections filed a class action lawsuit in the U.S. District Court for the District of Columbia under 42 U.S.C. § 1983, alleging inadequate attention to the medical needs of inmates.

After pre-trial proceedings, the parties settled the action, agreeing to a Consent Decree on November 22, 1994. The Decree stated that the defendants should increase numbers and hours of medical staff and that "sick call" should be conducted by a physician or a licensed physician assistant five times per week for each housing unit. Additionally, the inmates should be given access to specialty clinics when necessary. Moreover, the Decree required the defendants to have qualified medical personnel review inmates' medical records within one day of the arrival of new inmates. The Decree also provided for chronic care, medical diets, dental services, mental health care, and life support.

Upon the court's finding of the noncompliance of the defendants, it ordered on February 29, 1996 (Judge June L. Green) that the defendants report their progress in implementing the original decree. The defendants did so on February 21, 1997. In the meantime, the court issued a Consent Order on July 11, 1996 in favor of the plaintiffs in the amount of $169,422.50. The litigation continued, with disputes over attorney's fees and an attempt by the plaintiffs to persuade the court to hold the defendants in contempt. The court issued a Consent Order on May 11, 2000, awarding plaintiffs attorneys fees and costs associated with monitoring compliance with the court's orders. The final PACER entry is dated December 19, 2000, vacating the previous orders in the action and dismissing the action.
