This case challenges the actions of a California school district and two statewide entities in allowing a transgender student to compete in high school girls’ varsity sports. Three current and former athletes at Jurupa Valley High School brought this lawsuit on September 9, 2025 in the U.S. District Court for the Central District of California against Jurupa Unified School District, the California Interscholastic Federation, and the California Department of Education. The plaintiffs sued under Title IX of the Education Amendments of 1972, as well as the First and Fourteenth Amendments. The plaintiffs asked the court to declare that the policies permitting the participation of transgender athletes in girls’ sports are unlawful, and to issue injunctions barring the district from letting transgender students compete in girls' sports or use girls' facilities and barring retaliation against the plaintiffs. They also seek nominal, compensatory, and punitive damages, plus attorneys' fees and costs.

From 2022 onward, Jurupa Valley High School permitted a transgender student (referred to as A.H.) to compete on the girls’ varsity track-and-field and volleyball teams and to use the girls' locker rooms, consistent with California Department of Education, California Interscholastic Federation, and district policies. The plaintiffs claim this caused them to suffer a range of harms. Two of the plaintiffs repeatedly lost higher placements in track events to A.H., and at least ten schools forfeited or canceled volleyball matches rather than play against A.H., depriving the plaintiffs of competition. A.H. allegedly engaged in unwanted touching of female players and made sexualized comments mocking female anatomy and menstruation. A.H.’s powerful but poorly controlled volleyball strikes allegedly created safety risks, including one that struck one plaintiff in the face. Based on those harms, the plaintiffs argue the defendants’ actions violated Title IX by discriminating against the girls in three ways: by allowing sexual harassment the school failed to stop, by denying them fair and safe girls-only competition, and by treating female athletes worse than male athletes. They also claim that the school district violated the Equal Protection Clause of the Fourteenth Amendment by treating the plaintiffs unequally based on their sex. 

The plaintiffs, two of whom are Catholic and one Muslim, further allege that their religious beliefs about modesty and biological sex were burdened by being required to share intimate spaces with someone they considered male, in violation of their rights under the Free Exercise Clause of the First Amendment. Finally, they claim that the school retaliated against them after they objected to A.H.'s participation, violating their First Amendment right to free speech. The plaintiffs claim that, despite years of repeated complaints to coaches, counselors, and administrators, the school did not address their complaints and instead retaliated against them, warning one plaintiff she had "too much to lose" and faced suspension, removing the other two plaintiffs from team group chats, omitting their names from a team poster, and excluding them from the team bench.

On September 25, 2025, the case was assigned to Judge Sunshine Suzanne Sykes. After Judge Sykes granted several extensions for the plaintiffs to file an amended complaint and the defendants to file their response, the defendants filed a motion to dismiss all of the plaintiffs’ claims on January 9, 2025.

On May 7, 2026, Judge Sykes partially granted the defendants’ motions to dismiss. She ruled that the plaintiffs’ requests for declarations that CIF and CDE violated their rights were moot because the two plaintiffs who were still students at the time the lawsuit was filed were graduating, and that their Title IX sex discrimination claims against the two statewide entitled failed because they did not allege intentional discrimination. Judge Sykes also dismissed the plaintiffs’ constitutional claims against JUSD with prejudice because state agencies, including public schools, generally have sovereign immunity from lawsuits for monetary damages under the Eleventh Amendment. Judge Sykes also dismissed the plaintiffs’ Title IX claims regarding the lack of alternative changing spaces and the failure to provide equal accommodation for insufficient facts, but permitted the plaintiffs to amend their complaint to fix those deficiencies. Finally, Judge Sykes allowed the Title IX inappropriate touching/sexual harassment claim to proceed. 2026 WL 1365163.

Judge Sykes gave the plaintiffs until May 29, 2026, to file an amended complaint to correct the claims that had been dismissed without prejudice, but the parties later agreed to extend the deadline until June 12. On June 5, 2026, the plaintiffs filed a motion to reconsider the May 7 dismissal order.
