On November 14, 2025, the National Treasury Employees Union (NTEU) - a union representing about 160,000 federal employees - filed suit in the U.S. District Court for the District of Columbia against the United States Office of Personnel Management (OPM). Filing under FOIA, Plaintiffs sought the release of records responsive to an August 2025 FOIA request filed to evaluate petitions that certain federal agencies have submitted to OPM as required by Executive Order 13957. These petitions contain the federal agency's plans for which employees would be changed from career civil service to political appointees. NTEU filed suit under FOIA because OPM failed to respond to NTEU's FOIA request within the 20 working day deadline.
