THIS MATTER is before the Court sua sponte. On February 5, 2026, former government officials and public interest organizations filed a Motion for Leave to File Brief as Amici Curiae ("First Motion") (DE 7 ). In the First Motion, movants represented that they "made reasonable efforts to confer with all parties for their position" but did not receive an answer from Plaintiffs' counsel. (DE 7 at 3). Then, on February 12, 2026, Citizens for Responsibility and Ethics in Washington and Public Citizen filed a Motion for Leave to File a Brief as Amici Curiae ("Second Motion") (DE 15 ). In the Second Motion, movants represented that Plaintiffs' counsel objects to the motion and "may file a memorandum in opposition to the motion." (DE 15 at 3).
