Case Summary
On August 12, 2025, the Department of Justice Civil Rights Division announced its findings from an investigation into George Washington University (GWU). The DOJ stated that it had been investigating the school’s deliberate indifference towards discrimination and harassment experienced by Jewish and Israeli students. The DOJ stated that this violation had been investigated under Title VI of the Civil Rights Act of 1964, 42 U.S.C. § 2000d. Notably, this letter announced the DOJ’s findings, and there had not been either a press release or a letter announcing that the DOJ had opened an investigation before the DOJ announced these findings.
In its findings letter, the DOJ stated that GWU students and faculty experienced a hostile and offensive antisemitic educational environment. The DOJ referenced on-campus protests, specifically an “encampment” in the center of GWU’s campus, and characterized these protests as antisemitic and disruptive. The DOJ also referenced reports from Jewish students in which these students stated that they felt unsafe and had been harassed by protesters expressing antisemitic and anti-Zionist sentiments towards them. In this findings letter, the DOJ also referenced complaints by parents and alumni about the protests taking place on campus.
The DOJ letter concluded by stating that its investigation had shown that GWU “took no meaningful action and instead was deliberately indifferent to the hostile educational environment on its campus in violation of Title VI.” Based on this finding, the DOJ stated that it intended to proceed with enforcement and offered GWU the chance to enter into a voluntary resolution agreement.
Notably, this finding was announced just months after the Department of Education's Office for Civil Rights had completed its own investigation into GWU and entered into a voluntary compliance agreement with GWU to resolve findings addressing discrimination against Jewish and Palestinian students. Additionally, in January of 2026, the DOJ Civil Rights Division announced a second investigation into GWU regarding violations of Title VI related to the school’s DEI efforts.
As of July 23, 2026, this investigation is ongoing.
