(This summary is temporary while we research the case further). This is a motion to quash six federal grand-jury subpoenas relating to enforcement of federal immigration laws since January 1, 2025. The subpoenas were served on (1) the Minnesota Governor's office; (2) the Minneapolis Mayor's office; (3) the St. Paul Mayor's office; (4) the Minnesota Attorney General's office; (5) the Ramsey County Board of Commissioners; and (6) the Hennepin County Board of Commissioners.

The federal jury proceedings arose from the Trump administration's "Operation Metro Surge," described as the largest civil immigration enforcement operation in U.S. Department of Homeland Security (DHS) history, and which deployed more than 3,000 DHS agents in Minnesota. On January 12, 2026, Minnesota and the cities of Minneapolis and St. Paul filed suit challenging the operation, prompting President Trump to publicly threaten "RETRIBUTION" and the then-Deputy Attorney General to accuse the Governor and the Mayor of Minneapolis of "terrorism." On January 20, 2026, the U.S. Department of Justice (DOJ) served the six federal grand jury subpoenas.

The recipients of the subpoenas filed a motion to quash. On June 22, 2026, the U.S. District Court for the District of Minnesota found the DOJ's investigatory justifications implausible and concluded that the subpoenas were issued to coerce Minnesota officials into assisting with federal immigration enforcement in violation of the Tenth Amendment's anti-commandeering doctrine — and to retaliate against them for declining to do so — and accordingly granted the motions to quash all six subpoenas.
