This case challenges the Secretary of State’s alleged arbitrary and capricious failure to enforce the Leahy Law against Israeli military units and Boeing, Lockheed Martin, and Caterpillar’s alleged negligent provision of weapons and equipment to Israel despite known risks of human-rights abuses in Lebanon.
