On September 9, 2026, four Maryland residents and We Are CASA—a nonprofit serving immigrant communities—filed a lawsuit in the U.S. District Court for the District of Maryland against federal agencies and officials, including the Department of Homeland Security (DHS) and Immigration and Customs Enforcement (ICE). The complaint alleges that, beginning in January 2025, DHS implemented a policy to deport one million immigrants within a year, leading ICE agents in Maryland to conduct warrantless arrests without individualized probable cause assessments, often targeting individuals based on racial profiling. Plaintiffs describe aggressive tactics, including violent arrests and prolonged detention, which they claim have instilled widespread fear in immigrant communities and diverted the nonprofit’s resources. The lawsuit seeks class certification for two groups—those arrested without assessments of immigration status or escape risk—as well as declaratory and injunctive relief to halt the alleged unlawful practices. Claims include violations of federal immigration law, the Fourth Amendment, and the Administrative Procedure Act.
