This case challenges the alleged unlawful renaming of the John F. Kennedy Center for the Performing Arts by the President and the Kennedy Center’s Board of Trustees. On December 22, 2025, Congresswoman Joyce Beatty, an ex officio trustee, filed suit in the U.S. District Court for the District of Columbia against President Donald J. Trump, Kennedy Center officials, and members of the Board. Plaintiff alleged that in December 2025, following a restructuring of the Board by President Trump, the Board purported to rename the Kennedy Center as the “Trump-Kennedy Center” through a procedurally defective meeting in which dissenting trustees, including Plaintiff, were prevented from participating.

Plaintiff contended that the renaming violated federal law because Congress statutorily designated the institution as the “John F. Kennedy Center for the Performing Arts,” and only Congress could alter that designation. The complaint asserted a breach of fiduciary duty claim, alleging Defendants violated their statutory trustee obligations under 20 U.S.C. § 76l by acting contrary to the Center’s congressionally defined purpose and wasting trust assets. It also brought an ultra vires claim, alleging Defendants exceeded their statutory authority by unilaterally renaming an institution whose name is fixed by Congress. Plaintiff further alleged a statutory violation of her rights as a trustee, claiming Defendants unlawfully excluded her from Board participation by preventing her from speaking at the meeting. In addition, Plaintiff sought relief under the Declaratory Judgment Act, requesting a judicial declaration that the renaming was unlawful and without legal effect. The complaint also included an Administrative Procedure Act (APA) claim, alleging that the renaming constituted final agency action that was not in accordance with law and in excess of statutory authority. Plaintiff requested injunctive relief invalidating the renaming, voiding the Board’s vote, and reaffirming the Center’s statutory name; orders requiring removal of all physical and digital signage reflecting the new name; an order ensuring Plaintiff’s full participation in Board proceedings; an injunction barring further efforts to rename the Center. In the alternative, Plaintiff sought mandamus relief in the alternative, requesting that the court compel Defendants to comply with federal law by removing the unlawful name and permitting full trustee participation. The case was assigned to Judge Christopher R. Cooper.

On March 6, 2026, Plaintiff filed a First Amended Complaint that significantly expanded the scope of the case beyond the initial challenge. In addition to reasserting the original claims, the amended complaint added new allegations that Defendants planned to close the Kennedy Center for approximately two years beginning in July 2026 and pursue a “complete rebuilding,” potentially involving demolition of the existing structure without congressional or regulatory authorization. It also introduced new claims and theories based on these developments, including additional breach of fiduciary duty claims related to the planned closure and reconstruction, expanded ultra vires claims addressing the closure, demolition, and bylaw amendments, and new Administrative Procedure Act theories challenging multiple final agency actions, including the closure decision and withholding of information. The amended complaint further added allegations that Defendants unlawfully stripped ex officio trustees of voting rights through a May 2025 bylaw amendment and denied Plaintiff access to information necessary to perform her duties, and it expanded the requested relief to include injunctions preventing the closure, demolition, and continued exclusion of Plaintiff from Board governance.

That same day, Plaintiff moved for a temporary restraining order (TRO) and preliminary injunction, supported by declarations and exhibits. The court held an expedited scheduling conference the same day, set a compressed briefing schedule, and scheduled a hearing on the TRO motion. Defendants filed an opposition on March 10, and Plaintiff filed a reply on March 11.

The court held a hearing on March 12, 2026, and on March 14, 2026 issued an order granting in part and denying in part Plaintiff’s motion for a temporary restraining order. 2026 WL 712814. The court granted the TRO in part because Plaintiff was likely to succeed on her fiduciary-duty-based statutory claims, finding that as a trustee she had a right to access information and meaningfully participate in Board decisions, and that Defendants’ refusal to provide information or allow participation likely violated those duties. The court held that Plaintiff faced irreparable harm because being excluded from the March 16 meeting process—particularly without necessary information—would permanently deprive her of the ability to fulfill her fiduciary role, a harm that could not be undone after the meeting. It also found the balance of equities favored Plaintiff, as providing information and allowing participation imposed minimal burden on Defendants.  However, the court denied relief as to voting rights, concluding that although Plaintiff’s statutory argument was plausible, the issue was uncertain and the equitable factors did not clearly support that more intrusive relief.

Following the TRO ruling, the court entered a scheduling order on March 18, 2026 setting a consolidated briefing schedule for Plaintiff’s motion for preliminary injunction and a motion for partial summary judgment on the renaming issue. Shortly thereafter, on March 23, 2026, the court granted Defendants’ unopposed motion to stay their deadline to respond to the amended complaint until after resolution of those motions.

On March 25, 2026, Plaintiff filed a supplemental memorandum in support of injunctive relief and a motion for partial summary judgment, supported by additional declarations and documentary evidence. On April 1, 2026, amici—including former advisory members of the Kennedy Center and the Committee for the First Amendment—moved for leave to file an amicus brief in support of Plaintiff, and the court also scheduled a hearing on Plaintiff’s preliminary injunction motion for April 28, 2026. On April 6, 2026, Defendants filed an opposition to Plaintiff’s preliminary injunction and partial summary judgment motions and filed a cross-motion for summary judgment on the renaming issue. On April 8, 2026, the court granted the amended motion for leave to file the amicus brief. Plaintiff then filed a reply in support of preliminary injunctive relief and opposition to Defendants’ cross-motion for summary judgment on April 13, 2026. Defendants filed a further reply on April 17, 2026. The case remained ongoing, with Plaintiff’s motion for preliminary injunction and the parties’ cross-motions for summary judgment pending before the court.
