On June 16, 2026, the United Power Trades Organization (UPTO) sued President Trump, the Secretary of Defense, and the General of the U.S. Army Corps of Engineers in the Western District of Washington, challenging Executive Order 14251's elimination of Department of Defense civilian collective bargaining rights under the Federal Service Labor-Management Relations Statute (FSLMRS) and the April 16, 2026 termination of UPTO's collective bargaining agreement as ultra vires and unconstitutional. UPTO also alleged retaliatory decertification proceedings and sought declaratory and injunctive relief.
