In December 1997, private plaintiff filed this suit in the U.S. District Court for the Western District of Missouri against Woodbine Healthcare, a general care nursing home, and two individuals, alleging that the defendants violated Title VII of the Civil Rights Act by paying nurses of Filipino origin lower wages than other nurses, assigned them menial job titles regardless of their qualifications, and subjected them to a hostile work environment.

The St. Louis district office of the EEOC intervened in the case to represent the interests of sixty-five Filipino nurses, including the plaintiff, employed by the defendant. After a patial dismissal of the claims against the individual defendants and a prolonged battle over class certification, the parties settled and a consent decree was entered in March 1999.

The EEOC litigation report states, and the Consent Decree confirms, that the defendant agreed to pay the class a total of 1.67 million dollars, pay attorney's fees of $430,000, and issue apology letters to each of the aggrieved class members.
